What restumping and reblocking in Melbourne actually involves

The Victorian Building Authority's August 2015 information sheet lists stumps with pads among the common types of footing. CSIRO's footing guide describes what erosion or saturation of the foundation soil does to the isolated piers under a timber floor: they eventually lose contact with the bearers they support and may tilt or fall over, and the floor can turn bouncy.

What the class says, and what it leaves open

The Regulations describe the class's authorised work as domestic building work associated with sub-floor works and the levelling and supporting of existing structures to ensure they have solid foundations. That describes a registration class, not a job, and it does not say what a restump involves or when a permit is needed. Schedule 3 to the Regulations does not name restumping among its exemptions. Hume City Council says restumping or completing underpinning work requires a building permit and calls its page guidance only, so its own advice is to check the Regulations.

A council can ask for a second permit, and councils differ. Port Phillip's asset protection permit page prices one for re-blocking or underpinning, while Yarra Ranges lists restumping or underpinning of a dwelling among the works that need none. In a Heritage Overlay, work that needs no building permit may still need a planning permit; ask your council before any work starts.
