Underpinning around Reservoir
Darebin's Heritage Overlay schedule (amended 24 April 2026) lists three Reservoir precincts — Edgar Street (HO306), Queen Street (HO308), High Street (HO307) — plus, by our count, twelve individually listed houses. Its incorporated plan (April 2026) exempts repairs or maintenance changing a building's appearance only on a Non-contributory property in the Edgar/Queen Street precincts, or on a Contributory property's rear-facing wall; for listed houses, alterations to a building not specified as Significant are exempt. Whether underpinning counts as either kind of trigger is not stated anywhere we read.
Darebin's Land Subject to Inundation Overlay schedule exempts, where ground levels don't change, "any external alterations to an existing building where the original building footprint remains the same." Its Special Building Overlay schedule has no such exemption; the state clause there instead exempts an alteration keeping the footprint, with floor levels built at least 300mm above flood level. Whether a footing repair is an alteration or works isn't stated, and which Reservoir lots sit in either overlay is a lot-by-lot check with Darebin.

Permits and the City of Darebin rules
Darebin's asset protection page (archived 16 April 2025) ties asset protection to a needed building permit, "may be required to pay a fee or bond", invoice paid 7 days before work starts — no amount given; the only schedule found is 2024/25 and stale, so no figure appears here. Its building-permit page (archived 14 April 2025) lists "Structural alterations to existing building", not underpinning. The surveyor confirms whether a permit is needed; Darebin can say which overlays cover a lot.
