Underpinning in Upwey
In Upwey the question is whether Yarra Ranges' Erosion Management Overlay covers your lot and, if so, whether a footing job counts as "repairs and routine maintenance" — exempt under clause 62.02-1. No document read says either way; council's written planning advice is the answer. The mapping is changing, so every statement here is as at 22 September 2026.

Underpinning around Upwey
The overlay covers parts of Upwey, found at some of five sampled points — a planning control, not a finding about any house. Council's own page says an overlay "does not mean that it will necessarily be a risk" — only a geotechnical report can say. It adds that covered land is "highly likely" to need a planning permit for new building or works, and non-exempt work needs a geotechnical engineer's report.
The mapping is moving: Amendment C230 applied an interim overlay to land not already covered, until 7 October 2027 or C225's finalisation. Council adopted C225 on 8 September 2026; on 15 September the state's amendment record still read "Approval Under Consideration". Check the current map, not this page.
Permits and Yarra Ranges Council rules
Clause 62.02-1 exempts "repairs and routine maintenance to an existing building or works" from build/works requirements — an exemption the Amendment C217 panel (16 November 2023) said "should remain without local variation". Whether underpinning or restumping is a repair under it is not settled by any scheme text, council page or VCAT decision read; get it in writing from Council rather than assume. If needed, Council lists $734.00 for a single-dwelling permit in its third fee class (additions and alterations), taking "30 to 60 statutory days" — whether a footing job falls in that class is not stated. Separately, Council's asset protection page exempts "Restumping / underpinning of a dwelling/unit" from that different permit.
